There has not been any actual production of smart lights currently. There are several studies being done, research projects, as well as a patent held by John F. Hart Jr. in 2016 for a “smart” traffic control system that ‘sees’ traffic approaching and reacts accordingly. This site also talks about companies that are working on developing related systems, including BMW and Siemens, though these projects focus more on anti-idling systems in a car, specifically with the goal of using anti-idling systems more intelligently through communication between a car and traffic lights (these are focused almost entirely on emissions control).
